Removing Hammerite and chrome from plastic?

My hatches have a plastic trim on the inside, possibly ABS. This originally had a chrome finish, but it corroded into a nasty green powder in places. A few years ago I rubbed them all down, leaving some of the chrome where sound, and painted with Hammerite; this may have been the old formula.

The green is back, so I want to strip them down to the plastic and re-paint. Any suggestions on how to remove the Hammerite and chrome layers? Preferably chemically, they are very awkward to sand.

Nitromors shifts most stuff. But it might also hurt the plastic. Try on one spot first.
