Removing filler

What's the best way of removing filler from a few small areas (approx 3" diameter each) of shoddily repaired fibreglass?

If I use an orbital sander, I figure I'll have to take off gelcoat from a wider area, plus buy the mother of all extension leads.

Is there an alternative to sandpaper and elbow grease? Would a sanding disc on a drill be too savage and tear grooves across my hull?
 
If you only want to take off a few mm a cabinet scraper - use the appropriate profile - is quicker and cleaner than sandpaper, but takes a little bit of practise. If you have a bit of depth to remove can you drill out as much as possible - carefully! - then use a chisel as suggested above.
