Removing deck paint

I am trying to remove the layers of deck paint prior to laying a new synthetic teak deck. I have tried Dilunet (left under cling film for 48 hours), but apart from a slight discolouration it had no effect at all.

Any other suggestions for a chemical solution before I rsort to the sander?
 
Di this last year for a client. Most 2 pot paints will resist chemical removal too, I used a large belt sander with a 40 grit belt, got rid of it in no time, coated with epoxy to protect it and ensure it would be compatible with the epoxy glue to be used to stick the new material down.

STEAM!

I stripped a whole boat, antifoul, topsides, deck and coachroof.

A wallpaper stripper with the small (paperback book sized) shoe.

Heat up the small area of paint, scrape off with a shavehook, easy.

Chemicals dont work at all well on polyeurethane paints, but at 100 degrees, it softens lovley and the steam gets underneath and lifts it off, especially well on wood
