Refurbishing wheel backstay tensioner

I have a Sea-Sure wheel backstay tensioner off a Contessa 32. The wheel paint has become very badly chipped and a local firm can re-coat it. But it is a heat process and I would need to remove the wheel itself from the tensioner. Does anyone know if the top fitting can be unscrewed or is it pressure fitted. Otherwise it's a can of Hammerite.

If its a cast ally type of wheel then it sounds much like the one I have. I painted it with a matt black iron fencing paint (from a local decorating store, and its not Hammerite either). Has stood the test of time in that only now, 7 or 8 years later does it now start looking like it needs doing again. I looked at taking it apart, then thought better of it. The worst that could happen with some suitable paint is that it doesn't stick, taking it apart could be the start of a long journey to buying a new one.
