Reefing clutches on Z Spar Boom

We have those clutches built into the Z Spar boom that is attached to original Selden mast, but they don’t seem to be holding much at all, so at the moment we pull all lines to the cleats on the mast, which I don’t think it’s right.
What will be best solution for to lock our reefing lines and outhaul?

They are designed to hold only when the reefing pendent is under tension caused by the clew being tight. If the cam does not hold when the line is tight, then something is wrong. With no tension on the line, they just drop down. Test by having someone pull the line back while the cam is engaged, then letting go of the cam, it should remain locked up against the line, preventing the line from running through the boom.

When reefed, to release to unreef, take tension on the reefing winch, until the cam drops down, then easy out the clew.
