Vessels are advised to keep clear of this position and to exercise extreme caution.

This is a red herring.
Two warships on scene - unable to establish if anything actually took place.
All vessels in the area reported in as 'safe'.

All information posted/received came from regional/semi-independent Somali authorities.
With the establisment of a functioning Somali governement they lost their EU/UN funding.
It's assessed that this was a 'scam' set up by locals to get their anti-piracy funding re-instated.
