A local here in Itaparica wants to put down a couple of concrete blocks for moorings in front of his restaurant. Does he need to use a special mix of cement/sand/stone/other in a marine inviroment?

You need an additive such as Wickes cement waterprrofer

These pages give the background and emphasise the need to get as much air out of the mix as poss.

Most important is making sure that the blocks have chance to cure properly before being immersed. At least 10 days on land, covered in hessian with an occasional bucket of water chucked over them. We used to leave a freshwater spray over the blocks used for harbour walls in Dubai to keep them cool whilst they hardened off.
