Do you mean when the marina staff describe a berth as "starboard to"? They usually mean when your bow is into the berth, the finger is on the starboard side of the boat.

Never assume. I always ask over the radio...
Doesn't matter what they say, we put fenders down both sides. We also put both stern lines and a bow line out ready. Never know if things will go pear shaped and we need to change plans at the last second.
On a lot of boats you need the fenders at different heights depending on whether that side is next to a pontoon, or another boat, so it's useful to know.
Possibly the OP is getting mixed up with terminology. "Starboard berth" refers to a bed/cabin on the starboard side of the boat, whereas "starboard side to" refers to which side of the boat will be along the pontoon.
