It seems a trivial thing to say but I've managed to unseize sheaves in deck organisers by gripping them hard with water pump pliars and trying to wiggle them back and forth. Eventually you get just a bit of movement which increases until the thing is free. Needless to say douse with penetrating oil first. In the case of your ratchet, can you lever a stout screwdriver underneath it to give an upward lift followed by a light hammer blow downward? Keep on doing this in alternate directions until you get movement [hopefully]. The main message is to persist despite the lack of any initial movement.
