RCD. USA import

Please could someone clarify the situation. A friend purchased a us built yacht 1980, in the carib in 2007, he sailed it back and the boat is now in denmark, he intends to bring it to the uk to liveaboard with a possibilty of selling in the future. Is RCD only reqd on sale survey or on import to EU waters,does it have to be imported, possible import as personal item. If boat is not sold in EU is RCD reqd

RCD is required upon first 'putting the boat into service' within the EU.
