Trevor why not buy one from a CB shop or even a second CB one from one of the,free to advertise, yellow/blue/green papers. You will find that they are usually very well constructed internally ( normally silver plated). This will read VSWR correctly but will give you an incorrect but repeatable power indication. Once you have noted the normal power readings at low and high power it then becomes a usefull addition. If it is essential to read power reasonably correctly then go to a ham radio shop and ask for a SWR/power meter for the 2 meter band. If you go to www.wsplc.com there are several to choose from such as the MFJ 812B at £34 approx. This should satisfy your requirements.
