Radio masts

It could be Mendip is the taller one and the smaller one feeds some of the area in the shadow of the mendip mast (the signal is too strong so is bounced via the smaller one).

as MadH says, they were the BBC transmitters, and the power supplies and standby generators created a lot of spare heat which was originally used to warm the Tropiquaria pens and tanks.

Certain elements are still in commission as a part of the national contingency broadcasting plans; you know, the ones where a serious-faced announcer comes on in black and white and says, "Her Majesty's Government regrets to announce that the normal services of central administration are temprorarily suspended due to an outbreak of zzzzzzzzzzzzzzzpppppfrizzzle......"
