Don't read PBO so can't answer your question directly.
If you have a Raymarine hsb2 capable radar, then you can buy an expensive kit from Raymarine to get radar display on a laptop with their Raychart software.
CmapECS accepts ARPA targets if your radar sends it via NMEA and marks them.
I think it's just a matter of time before that is also implemented in programs such as the brilliant Seaclear.
The radar will plug in to a USB or Network port on your laptop depending on model. We are a nobeltec dealer please do not hesitate to email info@marinercomputers.co.uk if you need any advice.
Not on it's own perhaps...agreed you should have a separate stand alone radar.
But if that radar can output to a plotter also and overlay...then why not?
