A significant study has just been published ( http://tinyurl.com/pl37kkw ) by the US FAA and the above synopsis is of interest - especially on the expanded 'clutter effect' which can mask normal radar returns from small craft ( us ). If experience is anything to go by, many deck officers on OOW duty and/or their duty crewmen will manually adjust their radar controls to 'desensitize', which will make it all the less likely that you/my small and non-persistent return will be spotted early enough for early avoiding action. It doesn't get any easier for ARPA and ECDIS systems, either....
