The boat is a quicksilver 605 with a mariner 115hp and was on 3500rpm doing 8knkts. Is that High?

Sounds about right. It’s a small boat so amount and location of load has a big effect.

Aa 115HP engine should push a boat of that size to over 20knots at wide open throttle. Mid-range figures don't tell the full story although 8kn at that engine speed seems slow, perhaps because of hull fouling, incorrectly propped or several other reasons.

Ok. So I went out in mine today. Pilothouse 605 with Mercury 115CT. 3,500 rpm = 9.5-10kts. 4,100 required to get on the plane but as inside Poole harbour I didn’t maintain any speed.
The boat is quite full of stuff and the fuel was about 90% full - say 140kg. Wife and dog along too.
p.s. 1,800rpm = 6kts.
