if you are British reg...then the short answer is no, however if you have a VHF then you should get an operators licence, a 1 day RYA course.
It is also worthwhile getting a International cert of competence, just for the occasional official. If you hold a Practical Dayskipper cert, then the RYA will issue you one, currently I believe the fee is around £38 if you are not an RYA member.

If you intend to go thru the canal system then you additionally require a CEVNI test cert for inland waterways.

Well i was in the merchant navy, i have a discharge book, a 4th engineers OOW, i have done a coxains course for survival craft and rescue craft so was maybe hoping all that would be enough so i wouldnt have to sit any exams!?

I'm ex RN and got some exemptions from the RYA - Sea Survival being one - ring them up they are quite helpful.
