I've seen the term Hotspot used for an area like a marina (there, it is boaty after all) where a wireless LAN exists for public access. Is Hotspot a generic term for this?

Hotspot is a descriptive term for an area where you can do something.
Hotspots, for example, can be on websites where you can click and do something.
Hotspots as far as Wireless internet connectivity is concerned is usually an area around or within a building within range of a Wireless transiever.
Be aware that not all hotspots are public, several companies run Wireless networks for use by their own employees and known guests, usually clients.
Public hotspots allow Internet Access for everyone.
