On Monday there was no sea breeze around Weymouth / Portland despite high land temps and from what I gather same today.

It very hot over the land and getting hotter and I can't believe the sea has warmed up that much already given the miserable winter we had.

Well, on the East Coast we've seen some fine examples of sea breezes. With forecasts and early wind speeds of 7kt or so I've spent the last few weekends sailing in 14-16kt cross-onshore winds in the afternoon.

For sea breezes to occur you need convection over the land, and I have seen precious few signs (summer cumulus) of that. I suspect the air is too stable.

I live near Lymington.
Yesterday, there was little breeze for most of day, allowing me to spray paint my fences. This lasted until early afternoon, when a brisk sea breeze sprung up, typically as expected from rhe weather condirions. Perhaps you were not out in the afternoon, or too far off land, when rhe land had warmed up enough for warm air to form a low pressure, inviting cooler sea air to move in & replace it. Classic sea breeze.
