I would suggest that your breather is blocked but more likely is a kink in the inlet pipe, regards mm1.

Could be something that needs fixing, but as a starter you might find removing the filler cap on the other side deck often helps, to let air escape

Would be very handy if you told us which model of boat

every time when i start filling...
1st of all, welcome.
By "every time", do you mean that the boat always behaved like that?
In some boats, you must simply live with the fact that you can't use high speed fuel pumps.
All previous suggestions are also valid, though.

If it is poor ventilation you would be able to get some fuel in uninterrupted before the back pressure shoots it back out.

IF it really does stop ALL the time, even after a few seconds of starting to fill then it will be a goose neck or 90 degree bend at the filler causing the problem , some fillers are too far from the tank and the angle of the delivery pipe is too shallow allowing it to back up before it drains into the tank.

I had a Bayliner sports boat that did this and there were two solutions, one was to get a load of mates to sit on the bow which allowed the filler tube to be at the top of the tank.

The most effective way was to use a large funnel and use the fuel pump nozzle to fill the funnel, odd but it worked well.

If the breather is blocked, then this could cause fuel starvation when motoring. If this does not happen, then the first check should be the filler hose itself. Has a previous owner installed an antisyphon device that is causing the fuel to spit back and trigger the nozzle shut-off?
