I want to mark my recently renovated sails to show what they are, i.e. Description in bag and on the sails themselves so that a. The right sail goes in the right bag, and b. The right sail is chosen. Are ordinary permanent markers OK? Any recommendations for flourescent?

Provided you don't mind marking other parts of sail .
Wicking can occur if sails are stored damp.Avoid marking film areas or silicone coated spinnaker fabric,as the ink carrier will not dry off on these finishes.Folding over onto the marking can mean rub off elsewhere .

Why do you need to mark the sails as well? Unless you have a square-rigger, the main will always be on the boom (as would the mizzen and the furling genoa) so you are dealing with only the flying foresails. I would say that the size alone would make them easily identifiable; I am thinking spinnaker, asymmetrical, trysail and storm jibs.

For marking the bags I have sailcloth tags fastened to the draw-string that closes the bag and some bags have a fabric letter sewn onto the bag. They were delivered like that.
