A: When it requires a licence.

This is on EA Anglian waters. The EA have just lost the court case and these floating homes no longer need to pay the EA for a licence. The court has ruled they are not houseboats.

This could have huge ramifications on the Thames and Broads...????

Clue is in the name surely, houseboat. I can understand these peoples frustration with the system that doesn't differentiate between moving boats and static boats, that does need addressing.
But when choosing to live on the water this is just one of the costs you have to pay, I don't like council tax but I don't try to claim my house is not a house!

It does.... the EA Anglian have a specific houseboat class of licence. For some reason the magistrate interpreted the rules to not apply to them!!! Crazy!!!
I don't think they are paying council tax either!!!
