Propellor nuts - tightening proceedure

I have a shaft drive installation (50mm diameter shafts). Just going to replace the props. After they are slid on the taper
there is first a washer, and then 2 nuts (and finally an anode) See attached pic.
Question is- what is the correct tightening proceedure?

First check that the props fit the taper without the key and mark position on shaft
Then fit the key and check the prop is not riding on the key then check prop has reached marked position
Tighten up the first nut then tighten lock nut whilst holding 1st nut
 
Have these props been fitted to these shafts before?

Lapping, If not you should using abrasive paste to fit the props to the shaft and Prussian blue to ensure you get 90% contact then as directed by scottie. Thinking about it most production builders don't do this anyway, also inspect key and key way for hammering, corrosion and fractures.

Also while you have the boat out of the water and props are off , inspect your P bracket cutless bearings for movement (sliding out of carrier) damage or wear ie you should not be able to move shaft more than a mm or so in any direction. If any of these change cutless in P brackets.
