How about using sheeps grease straight from the fields of Wales, well that won't clean it but it is supposed to keep it clean once back in the drink.

Get rough stuff off with paint scraper, then a severe rust-scouring pad orwt-dry pad to polish up. HCL is fab but you can't get it easily in the uk, it seems?
