It's about successful prosecution of a person for illegal mooring of 2 vessels - "his barge, ‘Karadeana II’ and a second grey unnamed vessel".

I'm interested to see that he "has not been in breach of the byelaw since his previous offence committed in May". I wonder where the vessels in question are, if they are not on Richmond's patch any more.

I'm scratching my head trying to work out which boat they're refering to. And I can't work out why they're patting themselves on the back over this case when there are 4 very large boats which have formed a village in Ham Lands that have resisted all attempts to move them.
