Agreed, but I am not running a democracy /forums/images/graemlins/wink.gif The policy is intended to achieve a fair balance for all employees, so the balance has to be seen as reasonable to most. People who choose to disrupt it are ergo disruptive employees and can be treated accordingly, the state has less discretion in many cases because it promulgates hard rules (30MPH) instead of sensible discretion (progress at a speed appropriate to the conditions).
In more unionised / formal companies my policy wouldn't stand a chance, I would have to set hard rules and put in place internet access controls etc. One day it may come to that, but I hope not, at the moment we maintain a pretty happy ship by being reasonable.
