POR 15 on anti fouled Keels

I am thinking of using POR 15 on the twin keels of my Hunter 245. They are not in terrible condition but rust marks do keep re-appearing each year no matter what I put on them. My question is, can POR 15 be applied to anti fouled areas of the keel where there is no rust coming through as well as to the rusty bits?
It is written up as a good product but there is no clear information whether it can be applied over anti fouling.

I've used it on a steel boat, seemed OK but only if the preparation of the steel was was very good, anything less it just peeled off. Not that great a product.
Amerlock Sealer is far better as a sealer coat when ideal preparation is not possible imho, then maybe some zinc epoxy:

No point applying it over antifoul-either just do the rusty bits or strip back all to bare metal. If you do go down the full strip route I would have a look at VC tar 2 rather than POR 15. Having used both the VC Tar gave the better service.
 
I have used POR15 for 4 years and now stopping. Even stripping down to bare metal and using their prep and ready it does not really bond to cast iron. So long as there is no break in the surface it works ok but after a season you can virtually peel it off in one piece (makes it easy to re-prep) by hand. if you ground and break the surface the rust works its way under but as it keeps water trapped and most air away it does it very slowly. I am trying hammerite this year. It certainly shouldn't be painted over antifoul.
 
Thanks for the feedback every one, I had already pre purchased it from Frosts but started to heave doubts about it. I'll phone them and see if I can return it as I think they have misdirected me.
I tried Hammerite and red oxide but they were no better than anything else I have tried.
Time to think again!
 
I applied it to my Moody, as others have said it needs to be on bare metal. It has stuck to mine quite well, not as good as I hoped but a 9/10 for it. Prep has to be spot on and in a couple of areas I have tiny bubbles which I am guessing is small voids in the cast that have contained air which has expanded.
I certainly have not had it come of in sheets just around the bottom of the keels where it grinds on the bottom.
 
I have 245 as well. Cast iron keels.
where I have had a problem cavity I have power wire brushed it , applied Vactan to convert rust to oxide and then built the area back up with epoxy putty.
Then a coat of epoxy tar.

lasted perfectly for one season and year so far.

I should have done a bit this season but the cold weather meant I just slapped antifoul on it.
