What would be the best way to prevent or slow down the de lamination of 15/22 mm ply in sea water UK temps. Making flopper stopper so immersion will be not for long and will be dried after use as it will be stored below. Plan to varnish when I’ve made it but the end grain is concerning me. 700mm equilateral triangle rounded points, holes for bridle, will probably route edges to prevent splinters and to look nice.

1) Buy good WBP plywood
2) epoxy the edges.

I would warm the ply with a hot air gun so the epoxy is thinned and runs into the edges.
Several coats of thinned varnish will also do a fair job.

I'm not exactly sure what product you mean, the ones I know would probably either sag or snap (the latter being the lightweight foamed kind) but I'm sure there are plenty of others I've not come across.

Certainly should be admirably waterproof - and possibly lighter?

Many floor boards in dinghies, inflatable and GRP, survive for years getting periodically soaked and protected with just paint or varnish. Your home made flopper stoppers are probably quite safe with any old exterior paint.
