Info from ATYC states that vessels using tidal Thames from July thru' Sept need to register to get ID for display. They are to issue in May or June.

Identification for all Thames Vessels for Summer 2012
In order to try and ensure that recreational vessels face as little disruption as possible to their normal activities this summer from the heightened security, traffic and mooring restrictions, the PLA will issue any recreational craft planning to transit or be on the tidal Thames with an individual form of identification (ID) which will need to be displayed prominently, at least from the beginning of July until the middle of September. IDs will need to be applied for.
The PLA wish to start the process with immediate effect, in order to be able to issue IDs, in good time. Basically, any skipper from the non-tidal Thames who thinks he or she might be going up or down the Tidal Thames should apply, via their club, straight away. Vessels from clubs based on the Tidal Thames will also benefit from displaying an ID. The PLA will issue ID’s in May or June.
Generally speaking, non-tidal Thames vessels will need to have a confirmed mooring or intend to pass directly through the port below Teddington or up above Gravesend. Obviously, local Tidal Thames vessels will be free to carry on as normal in their local waters.
This is not a licence to navigate, and you will be free to access the tideway as now. But a recognised ID should ease your passage.
The key is that there will be no ad-hoc moorings available through the peak Olympic period [July to September] anywhere on the Tidal Thames, so unless you have mooring booked in advance, stopping is not an option. Security and Police patrols will be increased noticeably.
Attached is the spread sheet you should use to apply, collectively through your club, for your vessel ID. It can be sent electronically or in hard copy to:

When IDs are available they will be sent to the Club contact identified on the application for onward transmission to the skipper concerned.
[Individual applications may be handled but obviously it will take much longer to process and IDs may not be issued in time to avoid hassle when en route.]
 
Cool. Thanks for the additional indo. Do't suppose you have a copy of the 'attachment' ID application form too?...

Not sure how to copy across. It is basically an Excel spreadsheet with the following headings
Vessel Name
Master (Full name)
Telephone
Mobile
e-mail
Club/Marina
Resident Mooring Location
 
It strikes me that many boat owners already have an SSR number on their boat which tells the authorities whose boat it is. Makes me wonder if a temporary measure to garner yet more info on boat owners might become more permanent & another way of increasing revenue in the future. Or am i being cynical?

Not only that but those of us who use radio have both a registered MMSI and Callsign logged against the boat name and with all those details as well.
 
I have contacted the lady at the PLA and received the following reply:
You will appreciate that there will be an increased maritime security
presence on the tidal Thames during the summer between July and
September, as a result of the Olympics.

We are offering to provide resident recreational vessel owners with a
recognised form of identification in order to readily identify them as a
local vessel and hopefully reduce significantly the disruption they may
face as a result of the increased security activity.

This is not registration or licensing, and entirely your choice.

I enclose a copy of the letter of 30 September and 3 February to local
clubs and marinas, which explains the system.

If you wish to take up this service, you should complete the attached
spreadsheet and return it to me; and if you wish the ID to be sent to
you direct, rather than your club, we will also need you home address.

I can see no mention in the circulation list of these letters being sent to non-tidal clubs or organisations (there is a long list of tideway clubs attached to the first letter last September) and intend to seek clarification early next week.
The most recent letter - Feb 3rd - seems to be primarily seeking assistance to identify visiting craft that have confirmed mooring reservations and is addressed to:
London and Thames Marinas, Yacht Clubs,
River Piers, British Waterways,
Environment Agency,
Sail Greenwich & other
Potential Moorings Providers

Clearly the ATYC are aware and members of their clubs can pursue the matter through that route.

When I have clarification I may be able to provide a route for other individual boaters through the TMBA.

Following received yesterday:
This email is to clarify the detail of the attached letter (sent last week) and to confirm that the Vessel I.D is being recommended for vessels that will be transiting the river only during the Olympic period from Mid July through mid September - not from June onwards.

Therefore, the ID is not for vessels transiting during the Queens Diamond Jubilee period.

These idiots have no idea how easy it is to falsify these, or nick a boat :(

Total and utter waste of time and cash :confused:
 
I assume craft regestered with the EA also wont need the ID as the EA will already have the details of the owner ?

Good point.....but the registered owner may have a long beard and a penchant for things that go bang.....or maybe that doesnt matter so much :cool:
