PLA Auction - any one interested - contessa 26, inflatible and outboard?

Going to the PLA site to access their data noticed these up for auction by sealed bid:

Why would they be selling them?

Left unclaimed, unpaid dues? The second yacht looks like it has been abandoned on a mooring. Contessa looks pretty current.

The Kestrel 22 Y-Not was on a buoy at Greenhithe for years with the mast strapped to the deck. The Contessa I believe was found somewhere and then moored off Gravesend Prom by the PLA for months then taken under the wing of some sort of sailing association of the PLA when she had significant upgrades and work done. She isn't used anymore and they want to clear such assets. The Kestrel is probably worthless but the Contessa would be a bargain for anyone who is looking for such a boat.
