Pipe clamp

Can someone please help.
Am looking for pipe clamp ID about 90mm, bottom and top hinged and locked by bolt, inside of clamp lined with soft ( neoprene, rubber, etc.)
material.
Ideally made from S.Steel.
Know they were made as I used them for repairs to underground cast water mains but I cant track them down.
Tried everything Google, Plumbers Merchants, Water Authority , etc
