A mate was getting 26 knots on sea trial. Now he is only getting 14 and he had its bum cleaned so not that .

Anything else happening like smoke? Are the revs down as well as speed?

Not much information to go on to diagnose but I would look at the Turbo and its associated piping.
Any leaks or wear would seriously reduce power.
