There's no reason you can't take a desktop PC on a boat except that . . .

It takes up a lot of space

3.5" hard drives suffer more from movement while operating that 2.5" laptop drives (less mass/momentum)

If you hide the PC in a confined space cooling may be a problem

The spaghetti will be a hassle

Getting it on and off will be a pain

You will definitely need a flat screen - I can't imagine having a conventional monitor on board

Why bother? If you really need a PC get a laptop - you can get quite high-spec ones now for under £600. Or get a small form factor PC - you get ones that are just a keyboard and monitor, and others that are not much bigger than a CD drive.

I know two people who have them built in - there are a number of companies who offer (at vast prices) "marine computers".

If you are sufficient of a geek you could, of course, build yours in (a 12v PSU is no problem but the TFT power would probably need an invertor).

You're probably looking at a 10 - 12 amp draw by the time you've finished, OK if you have a generator, but not so good if you're reliant upon normal battery-banks.
