Patchy (heavy) Fouling

I lifted Bulli out for the winter yesterday, and found that the bottom was heavily fouled (1cm deep) with all sorts of clams, mussles etc, but only in some very clearly defined, patches; elsewhere there was no fouling at all. The pattern looked pretty random (a bit like a friesian cow) maybe with more patches around the keel and towards the bow, but still patchy there too.

I applied two coats of International VC Offshore at the beginning of the season following instructions.

It's a half-tide berth, but the patches didnt correspond at all to where she sits in the mud (the whole bottom to within about 15cm sits on the mud).

Any ideas why, is this common?
