I completed the SSR online registration for my boat and paid the fee, 5 days late received 2 letters from differant people at the MCA advising that the boat is already registered on the Part 1, to which I can not find any documentation to back it up in the boat documents, I have Emailed the Part 1 authority to no responce, can any one advise how I can find out if the registration to Part 1 is active

The registration number will be on a plate somewhere. The numbers are quite large (about an inch I think) with the number and registered tonnage so you'll know it when you see it. On some yachts it's on a wooden piece in the cabin. It's a brass plate hidden in a locker on Semiramis so you may need to hunt for it.

The pt 1 register is public so you can just ask Cardiff for a copy of the entry for your boat. If that's your boat, then it's active, and you should try to get another copy of the pt 1 certif. The part 1 registration lasts 5 years I think and lapses if not renewed then

Albineer is right, there should be a reg number attached to boat. But it is possible the previous owner just didn't do this. For pleasure craft, no-one checks you have attached the number, it is self certified. For commercially registered boats, a surveyor checks you have attached the number and confirms that to Cardiff
 
Even if the Official Number is hidden (why?) the Port of Registry should be displayed on the stern and that's rarely overlooked, so that will be another means of access to the boat's particulars.
 
These people are real jobs worth merchants. It is never as simple as just completing the correct form. "Application for a duplicate cert" form for example won't be the only form you'll need.

You will need to phone the MCA for assistance as well. They will want a bill of sale and a completed, 'declaration of eligibility' too, I'm sure. If you are changing name or port or any boat details, all items are chargeable but it's cheaper if you do them all together in a single application.

When you complete these forms, make sure the full name is axactly the same as on the bill of sale etc. If you make any changes, initial them or the application will be returned.

The requirements are not as obvious as the web site suggests and that is why you need to speak to someone there.

The good news is that they do answer the phone!

You dont need to stay Part 1 registered, but the previous owner needs to remove it, not you.
But they are very helpful, so give them a call.

I doubt that's true. Only the current owner can deal. Cardiff will want a Bill of sale to record OP as new owenr, then all dealings are done by him notprev ouwner

I don't want to worry you, but the part 1 has details of the owners of the shares in the boat, which is often not the guy who uses the boat, but a finance company that has a charge over it. Most sellers with nothing to hide would give the part 1 cert to the buyer at the point of sale. If a broker is used its usually one of the documents written in to the contract to be supplied at handover.

Its probably OK, but i'd certainly want to see a copy of it
 
My Part 1 certificate lists the 64 shares as owned by myself, jointly with SWMBO.
There is no mention whatsoever of the finance house which has a charge over it (Marine Mortgage) - this information only shows if you pay your £21.00 and get a full copy of the registration from MCGA....I phoned them this morning.

Change of ownership / name etc is done by the purchaser, post purchase, using the original Part 1 certificate and the Bill of Sale as proof of purchase (I know because I am right in the middle of this process myself)

In the case of the purchaser using a marine mortgage to purchase the vessel, the lending bank usually does this change of ownership as a "service" to the purchaser (at extra cost of course!!) to ensure that their charge on the vessel is recorded. If the purchaser is buying with cash, then AFAIK it is his/her choice as to whether to maintain the Part 1 registration or to relinquish it...forms available as above at MCGA link.
