Parsun 4HP reverse gear selection

My outboard will go into forward gear without problem, however as soon as I go to put it in reverse the rod that is activated to engage the gear seems to be just short if I press down on rod I can just get it into reverse. Is there an adjustment that can be made or is this something else?

The joint between the upper and lower parts of the shift rod may have slipped/ need attention/ adjustment and retightening. This is accessible via the rubber plug #8 in this diagram http://parsun.eu/outboard/spare parts/F4/UPPER CASING/

but if there is excessive free play between the lever and the shift rod the problem may be in the linkage at the top between the lever and the shift rod.
