Parker 21 outboard bracket

A friend has inherited a Parker 21 and the outboard bracket has rotted through. It's held in place with four SS coach screws but when I try and remove them they just turn without un threading from whatever nut is holding them. I can't see any way of getting to the nuts at the back of the hull ( in the forward end of the outboard well) can anyone offer a clue as to how this is achieved?

My 1991 Parker 21 has a small gap, (reached by crawling head first into the quarter berth) which you can just fit a hand holding a spanner through to hold the nut still while someone else turns the bolt. I know there was an option of having buoyancy foam filling the space under the cockpit sole though, so if your friend's has this then the gap may not be there. I replaced my bolts the other way round with the heads Sikaflexed inside and the nuts in the outboard well. I also went up a size or two on the bolts which I think were originally 6mm and seemed a little spindly to me.
