Pair of d3s 2007 190s wont rev over 2000revs in gear

Can anyone advise, on this problem , no codes or alarms , the turbos , vacuum , fuel , evc units and hdu as all been gone through and checked , can not calibrate the throttles it just stays at 1.0, they are working and moved cables to full throttle in gear but no power only revs to 2000revs and turbos reading 60 at these revs , legs at -5 also no extra fuel burn when throttles are opened up more regards

Sounds like they have gone into thr limp home mode?

Limp home is about 1500rpm and no turbo pressure as far as I know.
