I have a opportunity to purchase a very clean 45 footer from 1999 the boat has been painted in the past , although there are areas that have flaked off randomly on both sides of the hull showing an cream undercoat ,I could cover these areas again but think it will flake elsewhere.
How much of a job to sand all the old paint off ?
 
If it is old fashioned paint, it is a huge job, but if you wait long enough it'll all fall off of it's own accord. If it's two-pack, in my limited experience of the stuff, it is tougher than copper plating and would require serious power sanding for a very long time. It is also difficult to get new trad paint to stick to it.

Before I sold it I had started to peel the stuff off my last boat and had considerable success with a sharp scraper, but being ham fisted did a fair bit of damage to the underlying gelcoat.
 
If the boat is right in other respects, it wouldn't put me off.

Some of the paint has poor adhesion. If the rest does, it'll come off fairly easily; if it doesn't come of with a normal level of preparation, it's presumably stuck on pretty well, so I'd be inclined to do a thorough prep job - always the key to a paint job that works - to get a smooth finish, and go for it. I painted the topsides on my last boat about 16 years ago and apart from a few dings from bouncing off pontoons, it still looked good when I sold her recently. Two pack paint, rolled on and tipped off with a decent quality foam brush. However, there are issues with putting two pack over single pack or vice versa (can't remember which), so do check that.

One trick to avoid gelcoat damage when scraping is to round the corners of your scraper. Personally, I prefer a flexible one.
 
Yes ,the boat is about 20000 euro below costs of similar vessels the only thing I can see is a very poor paint job that's not to old, about 3 years ago I am told, done in Turkey

I,ve used this stuff in the past with mixed results, dependant on the type of paint involved.
Might be worth trying a small amount on a test area as long as you have suitable facilities such as good water supply etc
