The gear box on a Volvo 270 outdrive is a mechanical device and unless your gear shift and throttle control system is an electrical servo type I do not believe that the problem is electrical.

When you put the engine and drive 'in gear' you need to check that the gear actuating lever is moving properly. From memory the lever is on top of the bit of the outdrive that is just inside the transom - but my memory could be wrong!

If the gear actuating lever is moving properly and the prop is still not rotating then you have a mechanical fault.

My guess is that it is far more liklely that the control cable and its mechanism has broken or failed somewhere.

You cans search for the owners manuals HERE

The gear linkage on the 270 is not visible externally although you might see some movement on the locking mechanism going in and out of reverse.

You can see the mechanism by removing the cover that forms the upper part of the leg, facing aft. This is easy to remove. I think that it is just held by one catch, that looks like a normal, slotted screw head. Do not attempt to remove the top cover which is held by several Allen screws.

Once you have removed the cover it should be obvious if there is a problem with the cable or linkage.

The main linkage simply takes the movement of the cable and rotates a double-ended lever clockwise or anticlockwise for forward and reverse. (The actual direction depends on whether your propellor is left or right handed.) There is also a more complicated connection to control the reverse lock but it does not sound as though your problem is there.

It is likely that the cable has broken or become disconnected. If the linkages are moving properly then you need to consider problems with the cone clutches inside. However, I would not expect both clutches to fail simultaneously so you would still have drive in one direction. Incidentally, water in the oil in the leg can cause the clutches to slip so that you lose drive.

Another possibility is that the bonding between the propellor and its hub has failed, although I would still expect some rotation.

Hope this helps.

May be worth having a look at the rear of the leg, (the forward facing side) the gear cable enters here, it is held by a plate with a cut out in it. If the small bolts have broken or moved, it will allow the cable to move inside the leg and stop forward or reverse from engaging.
