Does anybody know why my elderly evinude 25hp 2-stroke outboard is spluttering at high revs, although it starts easily. Also it is chucking out alot of white smoke at high revs.

Try it with one plug lead disconnected, and then do it the other way. Note if there is any difference.
Could be just points/plugs need adjusting or renewing, particularly if they are old and the points spring is getting past its ability to shut the points quick enough.
Inspect the faces of the points, if they are purple, the condenser will need changing.
Check the grade of plug, it may be too cold.
Then check the HT leads for arcing against the engine at high revs, and also look at the coil/distributor connections for cracks in the bakelite which will conduct moisture into the spark path.
Does this happen on damp days as well as hot? Is it any better engine hot or cold?
Carb could need cleaning and adjusting or mixture screw resetting.
Air intake clear? Try it with an open carb mouth (no filter).
If its got spark, air and fuel, when you checked the above, it may be a crank oil seal starting to blow by.

Well i have the same and the same problem, it was a dirty jet you just need to clean the carb with an air line--that is the jets.
although i dident have any white smoke? Mine uses a LOT of fule flat out pushing my tender. If your in France id think about selling mine for not much £80 for example
