Outboard tri and tilt goed up but not down

My dads 60 hp mercury outboard , the trim has stopped working we can only get it to go up but wont go back down its been fine till now any ideas

BUT give the full model details including HP, year and/or serial number
 
At the back left of the engine tray you should have 1 or probably 2 relays.Either loose connection or knackered relay.To check motor try 12v direct to the blue and green wires.Reverse the polarity for up and down.
 
I agree with single, had the same problem on a Mercury 50, there should be two relays probably on the starboard side, fairly low down. They are in rectangular plastic boxes about 50mm x 30mm in size and simply plug into sockets so are easy to change, although you need a firm grip to move them. Try swapping them and the fault should move with the relay.
On mine, one relay was sticking open so a sharp tap when operating the tilt switch was enough to to get it working. I think the relays are fairly standard car type units.
