Outboard theft deterrence in Norfolk

This is probably very old hat, so my apologies if this is so.

In Wells harbour I spotted lots of boats had outboards with white PVC covers with Norfolk Constabulary markings. The idea is you take the top cowling off your outboard and take it home, leaving the white PVC cover on instead, thus ensuring that any thief has to aquire a new cowling before he can sell the outboard...and therefore hopefully deterring them.

Is this practice widespread, and does it work? It seems like an excellent idea on the face of it. The covers cost £14 from the plod I gather.

One enterprising member of Freestyle's crew used a permanent marker on my outboard, adding in addition to the name in multiple places "non-starter". I intend to burn this in with a soldering iron, just as soon as I'm sure that the motor is fit for purpose.
