Outboard Leg Corrosion

I am getting a bit of corrosion on the leg of my Yamaha F4 outboard which I would like to attend to before it gets much worse. At the moment it is just bubbling below the surface of the paint. Is it anything more than removing the affected area of paint with a wire brush on a Dremel and locally respraying? Will it be best/necessary to spot prime as well?
 
I did the job about a month ago after having spoken with the service department of one of the Yamaha dealers. Following their recommendations I rubbed down the affected areas to bare metal before spraying with Yamaha Zinc Rich Primer >Yamaha Bluish Grey Paint>Yamaha Top Coat. I am 97% happy with the result but next time would try Yamaha’s Primer Filler spray which I think would make it easier to even out the slight imperfections in the surface. Though I matched the paint, I still found that it was a shade different - presumably just because it is new . The leg is divided into sections and by spraying the affected section completely the joints and the cavitation plate help disguise the difference.

I haven’t replaced the anode as it seemed OK but you make a good point. I will have another look.
