Opencpn and s63 charts

Good news from the excellent Opencpn opensource charting software, plug-in on the way to use s63 charts.

After very constructive conversations with the IHO and UKHO as the responsibles for the S-63 Protection Scheme we have finally green light to start with a plug-in for OpenCPN
