what issue? - Belgium authorities formally stated they will take no action against UK leisure boaters. Obviously Brexit may affect this - but as things currently stand there's no problem. I was last over there in September. No problems at all.

I think you are mistaken that they will take no action. I believe that they said it would be ok if the red had full duty paid on it and the invoices were within the last year. What about the RYA 60:40 agreement allowing some of the fuel to be at domestic rate? What about those of us with large enough tanks not to need to fill that regularly (we carry 1600l as a motorsailer)? What about liveaboards who can genuinely pay the lower duty for more that 40% as it's used for heating/cooking. It's not clear cut and, until there is something out there that says red diesel is fine when bought in the UK without all those stipulations, we will continue to avoid Belgium, sadly. However, feel free to go to Oostende Vor Anker as the authorities always gave attendees the freedom to turn up with red in their tanks to that event.
