Interesting little article on the local news last night. Due to the new European regs. due to come into force at the end of 2002. All the emergency vehicles in this country will be illegal due to the fact that the mobile comunications equipment they carry don't have the new "E" mark on it. I would imagine that it will affect boats too. They also pointed out that adding things like an unmarked CD player to you car could affect your insurance cover and the MOT. More Euro madness.
Some time ago when Kim was at the helm the mag was going to look into CE marking etc. but as we all know, times change. Maybe Jake could take up the batton. It would be a much more usefull piece of journalism than commenting how nice the new engines paintwork is.

\'Grandfather\' clause

It normally means that older equipement that was in service prior to the change is not affected by the new requirement. Also known as Grandfather rights.

e.g. Road cars built before 1973 are exempt from the legal requirement to display a black on yellow number plate, they can retain their white / silver on black.

According to the article and in common with most of the other directives there will be a grace period after which all the equipment in use must comply. They did however specifically state that it would be against the law to transfere equipment from an old vehicle to a new one.

There was work going on regarding RCD right up until the time I left MBM and Mark will have continued working on issues. However, you do always bump into major problems, as we discovered time and time again when unearthing the latest bit of madness and publishing it. Revelations tend to confuse many readers for no great purpose and motivate just a mere few to any form of action. Therefore you have to be pretty convinced that you can deliver black and white facts on often very grey pieces of proposed and actual legislation.

Though I say so myself I think we managed a pretty fair job in explaining the RCD in 1998 (and it's been on my mind to republish that piece here on the web, given all the RCD enquiries on the forums) but there's been a proliferation of whispers, real rumours, actual measures and new standards since that could keep an army of people working hard, just to understand the implications. In many cases, the final answer would be that it is all increasingly contradictory or impossible to comply with but where does that leave the consumer?

Not an easy subject.

I'd be the first to agree that the RCD piece was a good one.

Looking at any piece of euro gibberish is I agree daunting. However the easiest way of finding out what it all means is to try and work within the law then you find all the wrinkles. Ask any manufacturer he can ask as many experts as he likes but its not until he finaly goes into production that the real implications come to light.

In this case one exercise could be to re-engine a boat. finding the easiest route to comply with the directive, self certification etc. Which manufacturers comply with the requirements and what paperwork you really need to produce. You could do a sort of DIY guide to the exercise in question.

Another exmple.
What do you have to do to comply with the new DSC system, What equipment, licences, installation etc.

There's plenty of scope for explaining the directives without confusing the issue with euro speak.

I've often wondered how you contact a mag with an idea for an article, maybe you just got the job.
