Old Viking refitting

Hi, I have an old river Viking. We have started renovating it, but lots of issues to find someone to put carpet on the sides of the boat or vinyl on the floor. It's my first boat so no experience. Do I need to put first ply lining before carpeting? Thank you, Gosia x
