Old Sign Writing

I've removed the old vyinal sign writing on the hull of my GRP yacht to find that underneath, the boat was originally sign written with paint.
The writing outline was drawn onto the hull in what looks like blue biro ink, and the paint has been removed by polishing.
Further polishing and even an application of anti-foul remover has not moved the biro outline.
Any ideas what can be applied to shift this, as it seems to be in the gel coat?

We had a similar problem. After our boat's transom was polished and the top layer boat name removed, a previous outline of the name appeared and could not be removed. The first option was to paint the transom and then stick the new name on the top, but the boat was having other work carried out on it at a boatyard and their solution was to cover the affected area with a white vinyl patch (which matches the colour of the transom) and then stick the new vinyl lettering over the top of that - it's not ideal, but is only visible from close up (if you're looking for it) and is neat.
