ok next silly question attaching a rudder retaining clip

usual to have it secure by small machine screw plus washer and bolt, unless you are screwing it in to a woodpanel beneath the GRP.

I'd be reluctant to use superglue as it is susceptible to UV and can be embrittled.

Perhaps Sikaflex, or builder's adhesive would be OK as there is not much load on that component.
 
On some boats you can fit on the rudder stock instead, so it acts on the hull gudgeon.
Or , you can have an R pin through a hole in a pintle,
Or, boats with non-lift rudders normally hold them on with a stout loop of elastic over the tiller to a fixed hook, so they can be removed easily when coming ashore.
Other wise, a couple of self tappers and a dab of RTV silicone should be fine.

Rudder coming half off can do damage (bent pintles, pintles ripped off hull), as can loss of steering, so you need something.
 
Your transom is probably reinforced in that area so should be thick enough to take self tappers. They need a pilot hole though as the GRP will be too tough to cut the thread from scratch.
 
As Tranona says but make the pilot hole little on the generous side and drill a generous clearance hole just through the gel coat

Put the screws in with dab of epoxy adhesive on them. It seals the grp and makes the screw a snug fit. If you don't clean the thread it won't actually stick so is easy to remove again to replace the clip when it breaks.
