It would be pretty reckless for someone to chuck a flare away into the rubbish, however the article doesn't make it clear how or why it went off. Somehow I suspect it may have had something to do with what the employee did to it, like he followed the instructions......and I don't mean the disposal plant ones!

Further to the above there's a video in the other thread on Scuttlebutt, he picks it up, seems to turn it around in his hands and possibly twist one end. Still makes him jump when it went off though!
